The ASSESS DHT Interim Manual for Piloting Assessment Methods for DHTs is now available!

Digital health technologies (DHTs) promise to radically change the delivery of high-quality, timely, and effective care across Europe, with a wide-reaching impact on all aspects of the health and care system. Current processes for assessing DHTs vary by who is responsible for the assessment, creating challenges for both the assessor and the health technology developer (HTD).

The ASSESS-DHT manual is an overarching document that describes work completed in the ASSESS-DHT project and aims to support HTDs and HTA agencies. This interim manual collates ongoing work in ASSESS-DHT for testing during the project’s piloting phase.

For HTDs, the manual provides guidance on the methodological approach to assessing DHTs, including requirements for the evidence to be provided. For HTA agencies, the manual provides guidance on the assessment process. Topics covered in the manual include describing the assessment context, evaluation safety, effectiveness and cost-effectiveness of any given DHT and support for considering specialist areas including data protection, data quality, cyber security, and AI.

The interim manual is a first stock staking on which we build our work. The final version, due in December 2026, will be adapted along the evidence that is currently being generated in the project.
